It's asynchronous. Nothing downloads immediately — the archive is built first, and big histories take longer than small ones.
The link is temporary. Download links expire; a link you open days later will be dead.

Fixes, in the order worth trying

Check spam, promotions, and the right inbox. The notification goes to the email on your OpenAI account — or by SMS if the account uses only a phone number.
Give it real time. OpenAI says an export can take up to 7 days, and advises letting the current request finish before submitting another. Re-request only after that window has clearly passed.
Download promptly. When the notification lands, get the file immediately — waiting risks an expired link, which means requesting all over again.
Try from a desktop browser too. Export is supported on mobile as well, but if one surface is misbehaving, requesting from chatgpt.com on desktop is a clean second attempt.
